The Central Government has decided to eradicate the practice of open defecation prior to 2009. The State Government vide their decision No.M.SS-1000 S.No.24/P.No.PP41, Mantralaya, Mumbai – 400 032 dated 30.08.2001 has taken a policy decision to provide sanitation facilities (community toilet blocks) in the jurisdiction of Mahanagarpalika in the State except Brihanmumbai Mahanagarpalika including operation and maintenance of these facilities.
After detailed study of the policy of Central and State Government, it is decided to implement Nirmal Mumbai Metropolitan Region Sanitation Abhiyan under the guidance, control and supervision of Urban Local Bodies, through NGO involving community participation. This decision was taken in the MMR meeting dated 26.09.2007.
It is decided to construct about 30905 toilet seats at the estimated cost of approximately Rs. 2470 millions in the jurisdiction of five Municipal Corporations and 13 Municipal Councils falling in the jurisdiction of Metropolitan Region excluding Brihanmumbai Mahanagarpalika and Navi Mumbai Mahapalika. The cost of construction of these toilets will be borne by MMRDA on grant basis and the funds will be allotted to the Urban Local Bodies. It will be the responsibility of the Urban Local Bodies to get the work done from the NGOs. Following three NGOs have been appointed for this work. They are as mentioned below :

The NGOs are required to form community based organizations (CBOs/SHG) and get them registered and entrust the work of operation and maintenance of toilet blocks to the CBOs. This will ensure the required community participation in the sanitation programme.
