Formulation of a Regional Plan for MMR is a statutory responsibility of MMRDA. Accordingly, MMRDA prepared a Draft Regional Plan 1996-2011 for the region. Preparation and implementation of schemes emanating from the sanctioned Regional Plan is also undertaken by MMRDA.

In addition, MMRDA is appointed as a Special Planning Authority for the following areas in MMR:

	Bandra-Kurla Complex in Greater Mumbai
	Oshiwara District Centre in Greater Mumbai
	Backbay Reclamation Scheme in Greater Mumbai
	Goari-Manori-Uttan Notified Area in Greater Mumbai and in Mira-Bhayander
	Ambarnath, Kulgaon-Badlapur and Surrounding Notified Area in Rest of MMR.
	27 villages from Kalyan and Ambarnath Talukas Notified Area of Thane District in Rest of MMR
	Bhiwandi Surrounding Notified Area in Rest of MMR

To support the planning and implementation task a Regional Information System is being developed. It organises both spatial and non-spatial data on various planning parameters using a standard geographic information system software.
