Jawaharlal Nehru National Urban Renewal Mission (JNNURM)

The Central Government has started the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) in the year 2005-06 for a period of 7 years, to improve urban infrastructure and urban governance as well as to provide basic services to the urban poor. Under the Urban Infrastructure and Governance (UIG) Sub-Mission, funds are provided to the extent of 50% to 90% of the project cost depending on the population of various cities, by the Central and State Governments whereas the balance funds have to be raised by concerned agencies. It is necessary to carry out State level and Urban Local Body (ULB) level obligatory and optional reforms to obtain funds under the Scheme. The City Development Plans (CDPs) and Detailed Project Reports (DPRs) are considered by the State Level Steering Committee (SLSC) under the Chairmanship of the Hon‘ble Chief Minister and are recommended for approval to the Central Government. The Sanctioning and Coordinating Committee (CSMC) constituted under the Secretary, Ministry of Urban Development, Government of India, approves funds for various works.

In Maharashtra, the urban agglomerations of Greater Mumbai, Pune, Nagpur and Nashik and the city of Nanded-Waghala are included under the Scheme.The funds under the scheme would also be available for cities such as Thane, Kalyan-Dombivali, Navi Mumbai, Mira-Bhayander, Ulhasnagar, Ambernath, Kulgaon-Badlapur, Pimpri-Chinchwad and Bhagur which are part of these urban agglomerations. The State Government has appointed MMRDA as the Nodal Agency for the UIG Sub-Mission. After their appraisal by the MMRDA, the State Level Steering Committee has approved CDPs and the DPRs of various cities included under the JNNURM. About 168 project proposals, including those for procurement of buses and e-governance, costing Rs. 42,500 crores have been submitted for the approval of the Central Government.

The GOI has approved 85 projects costing Rs. 12,205 crores with a GOI share of Rs. 5,341 crores, GOM share of Rs. 2,029 crores and Project Implementing Agency’s share of Rs. 4,835 crores. The sector-wise and city-wise break-up of projects approved under UIG, JNNURM for Maharashtra is as follows :
