Promoting Environment and Heritage Conservation
|
A crucial role for the MMRDA in environment management of MMR has been envisaged in the Environment Management Strategy and Action Plan prepared for MMR under the UNDP-World Bank sponsored Metropolitan Environment Improvement Programme. Accordingly, the MMRDA was expected to undertake strategic environmental planning, co-ordinate development and focus attention on the environmental issues in the Region.
An important step in this regard has been taken by the MMRDA by establishing the “MMR-Environment Improvement Society” (MMR-EIS) and the “MMR-Heritage Conservation Society” (MMR-HCS). These Societies were registered under the Societies Registration Act, 1860 on 14th November, 1996 and under the Mumbai Public Trust Act, 1950 on 6th February, 1997. The MMRDA had provided interest free loan of Rs.5 crore to each Society and the Societies are expected to conduct their activities from interest earned on this loan amount. This loan was subsequently converted into a corpus by the Authority.

| The Constitution of the Board of Governors |

| The activities of both the Societies are governed by the Board of Governors appointed by the MMRD Authority, which include the ex-officio members from concerned government departments and local bodies; representatives of the N.G.Os / institutions working on environment and heritage issues and individual experts from the field of environment and heritage. The Metropolitan Commissioner, MMRDA is the President of both the Societies. |

| Funding for projects. |

| The Societies provide grants/financial assistance for undertaking research, implementation, awareness creation, documentation, technological innovation and dissemination projects in the areas of environment and heritage to all Societies, Institutions, Universities, Colleges, Organisations (including voluntary organizations, NGOs and community based organizations), professional bodies, local bodies and suitable individuals with experience for work within the MMR area. The Main objectives of the MMR-Environment Improvement Society are to promote protection, preservation, improvement and monitoring of Environment in MMR and adopt all constitutional means including legal and to support the programmes, projects, studies, investigations, research, training etc., in keeping with the objectives of the Society within MMR area.
In order to achieve the objectives, the MMR-Environment Improvement Society has so far supported 55 projects costing Rs.5.42 crore till June, 2009. Some of the important projects in progress are:
- Inventorisation of Open Spaces, Water Bodies, Water Courses, Coastline Features and Large Urban Greens in Greater Mumbai.
- Environment Management Plan for the Geothermal Zone of the Tansa River Basin.
- Methodology development for modelling the propogation of polluted plume and estimation of futuristic impact on coastal ecology using Remote Sensing and GIS.
- Infrastructure upgradation for Conservation Education Centre.
- Construction of ECO-SAN Toilet at Kulgaon-Badlapur.
- Conservation of Papdi Talav in Vasai.
- Green Guides for Teachers.
- Evaluation of Water quality of Rainwater Harvesting Pond of Maharashtra Nature Park.
- Development of Chimney alongwith dust collector for cleaning flue-gases from crematorium in Ambarnath.
- Nature Interpretation Centre at Matheran.

The main objectives of the MMR-Heritage Conservation Society are to develop a database for MMR, impart training and create awarness in Heritage Conservation, provide financial assistance to promote preservation, conservation, protection, development of heritage buildings/precincts/artifacts and improvement of natural, built and related cultural heritage within MMR area.
In order to achieve the objectives, the MMR-Heritage Conservation Society has so far supported 43 projects involving survey, documentation, preparation of guidelines for major heritage structures/precincts and conservation costing Rs.4.05 crore till June, 2009. Some of the important projects, which are in progress, are:
- Restoration of David Sassoon Library Building.
- Restoration of Chhatrapati Shivaji Maharaj Vastu Sangrahalaya.
- Conservation of Papdi Talao in Vasai.
- Conservation of Durbar Hall of the Asiatic Society of Mumbai.
- Development of an online ‘Heritage Information System”.
